I'm no hash expert by any means, but from memory the "9 bar" wasn't actually a 9 bar, pretty sure it equated to slightly less than 9 oz, but as you say it was 250g. So 4 of those equalled a kilo.
(Ounce is 28.35g x 9 = 255. 15g)
Seems like things were and still are done in metric, but we in the UK decided to call it something relating to the old imperial system.
Now they might have changed from 250g to 100g, but it's still based on grams and kilos, not ounces and pounds.
In terms of quality, can't comment but I'm sure someone who knows a lot more than I do can chime in.
