No idea about specifics mate, but you'd definitely need some edible medium to distribute the RSO or whatever through, so you end up with a consistent distribution of the product to minimise these large variations (which you already know). You'll need an accurate way to measure volume, and I'd suggest a quality lab pipette that can handle viscous fluids as then you could add a defined volume to each gummy (pipettes which suck up one large volume and dispense multiple small volumes would be ideal). Probably plenty on eBay, and you could probably get them calibrated if you could be bothered.
