I have ordered a cart off this vendor and paid the extra $15 for next day postage however it’s coming up for 4 days and still no sign of my order and the vendor doesn’t respond.

I made a next-day order from a regular supplier (4 x 3,5) , but experienced the followed:
Order
Receive "confirm sent"
Nothing next day
Nothing next day
msg saying two of what I ordered was out of stock so would it be OK to substitute
Next day, nothing
Next day.."sorry for the confusion, will up the final 3.5 to 4.0 to make up for it"
Next day, nothing arrived, promised sent out that day, a week after I ordered it "next day"
2 days later..3 bags arrive, all 3.5
Message sender and ask for that to be repaid, supplied BTC address

repeat ad infinitum

It's passed the Escrow date. Don't know what else to do. over 25% not delivered, and paid for "next day" and it was sent a week later.
