The dispute time window is shown at the top of your order page. If it has expired then you are out of process but there is still a way to register a late dispute.
Go to the vendors page and start a new topic with the title 'Request Late Dispute'. In the text box put:
Todays date.
Order date.
Order number.
Reason for dispute.
The borgs will pick it up from there.
