I am unsure if biggy allows tobacco/nico vape sales as I have never seen them but if not I would imagine it is to deter the place from being used for tax evasion, given that those things are taxable. It doesn't wanna morph into a bootleg cash and carry either which might happen.

I’ve found that no matter how nice a community is, and how much good it can do for people, there will always be some twat who thinks it’s their right to step in and try and ruin it.
