The theory is you should first message the vendor, let them know the situation, give them a chance to resolve, eventually after 9 days you should be able to dispute the order. Note this will show on your account and the vendors that there has been a dispute, really if the vendor is good, they shouldn’t let it get to this stage. There main doubt will be is this an honest dispute so perhaps see it from their side as well a little. Hopefully the vendor will sort for you first. Good luck. Having said all that I am in dispute with my order never being delivered. The vendor never replied to my original messages which forced the dispute, not something I am happy about. Now the vendor is, allegedly, sending me a replacement order (though I believe there was a fuck up and my order was never sent). You live and learn. Hopefully your vendor in question will be more responsive initally

Am in a similar position cheeching. Have been using current vendor TGT for last 10-12 orders without any issues. Ordered on 3rd June. Shown as sent by TGT on 4th June. It’s 13th today and still not received it. Have messaged TGT yet no reply so have no other choice than to dispute. But I don’t know how. Can any Biggaz help an old fooka? Cheers.
