No fault at all on the vendors end, had they packed up and attempted to ship OPs package, they would turn up to a closed post office. If I recall correctly, the cut off time for Special Delivery by 1pm is around 4:30pm on royal mails side also. So it would have been impossible given the scenario you have presented for ganja to have your order arrive when you expected.
